She was born July 29, 1952, in Swansea, S.C., to the late Thomas Livingston and Marian Davis. The widow of Joseph M. Grant Jr. of Mount Vernon, she graduated from Mercy College in 1975.  She had a 31-year career with the Department of Social Services in the Mandated Preventive Services, Child Protective Services, Housing and Homeless Services.
